Won't get into the cash handouts argument but the humble pink or yellow batt is infrastructure surely? They are going to be there for the life of the house. Over time the heating and energy cost savings alone will far outweigh their initial cost. The money saved is then available for other purposes.... discretionary spending...saving...investment and so on.
