Definitely helps Sevo, yes, although it's not the same as having that experience in the core team I don't think.
I was however overlooking Rod Della Vedova when I made the original comment - looks like he does have the kind of experience I was referring to!
Either way it's never been a big concern for me - presumably it would be easy to hire someone with the right experience in the event that the existing team and consultants like Bechtel aren't enough
