Public liability does not cover works.

They will require works insurance for damage during construction of the access and the pipeline companies are very risk adverse and will seek an unlimited liability - something insurance companies and BCI will not provide. It is not as simple as getting an insurance policy.

That said, it will be resolved, it just takes time and they generally don't engage until detailed design is completed (at a minimum). Major construction projects allow 12 - 18 months for works across major pipelines.
