    Yes it’s a tactic to manipulate the emotional mindset of traders. It happens on a very large scale with highly liquid stocks but works here because they are able to stall the price very easily. If you are ever interested have a read of the Richard D Wyckoff Method of Trading and Investing in Stocks. It’s many moons old (1930’s I think ) but helps individual traders understand how the machine works.
