IIRC, businesses are not obliged to accept cash, counter intuitive as that may seem.
However from observation, while it may be declining, many shoppers continue to pay by cash despite the best efforts of teh RBA and presumably ATO to kill it off.
Many migrant groups do not trust banks or governments: they may not tell we Caucasians but it's 'programmed' into them. This especially applies to those who pre-1990 fled Eastern European communist regimes or the same in South Vietnam up until 1975.
I can't see us going to a cashless society tomorrow, much as many in government and the bureaucracy would like it.
On my many overseas trips, I simply cannot trust the payments system (ATMs, credit card acceptance machines and so on) to be 100 per cent reliable, so I always carry local cash. On occasion, it has 'saved' my holidays from being compromised, especially bearing in mind in many nations cash remains king.
