That statement may be interpreted as: " no properties in any segments of the Australian property market are rising in value."
Is that what you really mean?
If that is the case, then I would argue, with respect of course, that you are somewhat ignorant, becuase some properties are rising in value, in real terms, in Australia at the moment.
