The road plans are to also open up the area for other uses. There are also other gold projects nearby, plus wilderness / hunting lodges. There is a possibility that any contribution Nova needs to make to road construction could be with a small royalty on revenue from production, although there are likely to be other contributors to the road cost. In any case it could easily be matched-funding where the government contributes an equal share to the funds that the other road users ultimately need to contribute.
