Lots of good info posted but just wanted to add that I think @Khoutam nailed it with the post about interpreting the sale bands mapping to IP incomplete, IP complete, IP & chip minimum $. When I first saw the sale figures it wasn't obvious to me as I assumed sale meant dev & IP completed, and thought the figures were an insight into the BoD's value-ballparking when this was wrapped up, depending on performance metrics.
There's a line in that ann about "specific regard to current development stage", which I think ties in to the idea that the figures are conservatively based on current knowns (waiting for more patents, working on chip) as opposed to stating what they really think it the sale may go for after work is complete, including patents, and performance goals achieved.
