I don't disagree with you, it wouldn't surprise me in the least for Paul to be uninterested in issuing replacement options because he had failed to acquire many (any?) because they have gone to holders who have put their hands in the pockets and invested, and his grabs for free options were knocked back holders. He could well be sour about that.
