As pachinos post suggested if they are planning to drill a shallow target looks like they have already decided to go ahead in some form. Perhaps the drilling is required to confirm the conclusion of the feasability study.
My understanding is that if they were able to find a cashed up j/v partner or perhaps go down the contract mining option a bankable feasability study would be obsolete/unneccessary as there would be no need for bank finance.
