It could be stated that Biotron are in no hurry to do anything. They receive free money from the government plus SHs money, (with no shortage of willing takers), and only a minimal expense going to mark12 to insult anyone that questions their motivation. This could go on right up until everyone retires.
Quite a pleasant way to enjoy one's life.
