Tell that to a project manager. It should provoke some serious eye-rolling .
Tenders are often won on cents per cubic yard. An extra $7.50 is actually a huge (15-20%) additional cost for some very minor benefits.
Here are some concrete costings from a civil engineering exam paper. As you can see extra strength is extremely cheap using existing materials and methods. Eg adding cement and reducing aggregate can obtain 67% extra strength for roughly the same price as 1/3 gallon of Edencrete. [Engineers use the cheapest product wherever possible.]

The Port of Savannah only used 1 gal/yd3
It is enough to show some benefits without too much extra cost. The trials are designed to promote EDE to the layman not engineers.
Why would they be pushing forward if the gains did not outweigh the cost?
Politics.
As EDE keep pointing out, it's a hard sell.
Because it is ridiculously expensive and extremely impractical.
