The equity raise is there to offset the previous, (and any potential future) downgrages in valuations. This is protective against debt covenants. Once valuations start to increase, then yes, it can be spent on acquisitions, developments, buybacks, reduce debt etc.. which would offset the dilution impact somewhat.
