"The RACGP guidelines for telehealth respiratory consults are pretty simple" – sad but true. It's also a beautiful of regulation inversion. The guidelines are framed this way because they were developed when it wasn't possible to diagnose respiratory illnesses over the phone. The guidelines are designed to discourage practitioners from attempting to do it. But now a diagnosis is possible for certain conditions the guidelines prevent (or discourage) it from being adopted.
Thus the regulation that was originally dictated by reality now dictates that reality cannot change even though change is possible.
