There's not a lot horse racing can do to change. They could ban jumps racing, but there's very little jumps racing in Australia. They could ban the whip, but the whip has already been modified to make it more benign and its use is restricted. There's not much that can be done to prevent incidents like that with Anthony Van Dyke. Horses have scans done prior to the Melbourne Cup to make sure they're sound. An apparently sound horse suffering a leg injury that requires it to be euthanized can't be eliminated while ever horse racing takes place.
