My read,
Wonarah will be held up for a couple of years with native title like RWD but worse because unlike in WA MAK cannot take NT holders to the NTT tribuneral for access. If NT holders dont roll over it is just bad luck. Board is aware of this IMO and wants another project they can "fast track" when it becomes apparent the NT olders have you by the balls. MAK uses it's cash to progress BON marine project to pressure the NT holders into doing a reasonable deal. Otherwise MAK is stuffed and the NT holders would know it. Smart move early in the game.
