Enacted and acted are far between ,PMs will be were all the demand will come from , DOD is only a very small component of REEs so will be interesting to see where supply comes from to fill that space mabe Blue Line, Tesla buys PMs now from China and cannot see that supply chain being interrupted thru geopolitical concerns due scale of economy tesla has in place over the coming years as Tesla is poised to be a Multinational West and East conglomerate.

My view is China will still dominate the REE space for at least for the next 10 years due to the sheer size of infrastructure scale of economy building since 2010, The rest of the world now are in catch up stage as demand will lead to the competition closing in with better business models with compliant international green and ESG standards that will be required in the sustainable future. .
