Hi Elbarto I suspect that negotiations are underway and a final outcome has not been reached but is close.There are most likely a number of elements to what is being announced and they all tie together to make things work. Something with substance is underway.
I feel that if the announcement was negative or bad, they would have dropped the news and just let the market deal with the consequence, this is not happening. RED
