Could you supply a link to the WHO's intention to use Relenza? The best I can find is this quote from the latest (15 August 2007) "Clinical management of human infection with avian influenza A (H5N1) virus", explaining why it isn't used,
"Oseltamivir remains the primary recommended antiviral treatment....Limited information is available about the utility of other antivirals in the treatment of A(H5N1) disease. Although highly active in vitro and in animal models of A(H5N1) virus infection, including that due to oseltamivir-resistant A(H5N1) virus (23), topically applied (inhaled) zanamivir has not been studied in human A(H5N1) illness."

The WHO isn't using Relenza because,...(catch-22)... it hasn't been used yet. They seem to have forgotten that until they used Tamiflu, it hadn't been used yet either.
Below is a disturbing graph of typical Tamiflu treatment of a bird flu victim.
As you can see, if you have, or develop Tamiflu resistant H5N1, they measure the increasing viral load until you die. Thank you for participating. Next please!
