To approve the opes settlement, both of 75% number and value are required.
If the opes are asked to vote for the dates - 27 March or 16 Oct, I guess that none of them will be paassed.
We need find a way to find some balance between two groups.
My suggestions:
The value on 16 Oct + X percentage of (difference between 27 March and Oct 16)
The X could be a range between 30% to 70%
