Vaccines readiness is good news to the SP. March 2021 is not too far. Therefore, I do not see the urgency to open Victorian borders. Not only to other states, but in particular the returning residents from overseas. It is good that the government has decided to delay the arrival of international students for sometimes longer. But, if we relax our border too easily, Victoria may be hit by the third wave resulting in another lock down which will hammer the SP down again,
