Not all of Australia is in flood and the drought is not over in large parts of agricultural Australia. In case you haven't noticed Victoria had the worst bushfires in Australian history due mainly due to dry conditions caused by drought. Even if it has been raining a lot in Sydney, Sydney is not a major agricultural production area. Out in some of the areas where agricultural production actually occurs there is still drought. The 41% figure for drought affected agricultural areas sounds about right based on previous reports I've heard and read. That means 59% is not affected by drought.
Apart from that flood isn't really any better for crops than drought.
