No, the ATO was merely implementing the LNP government's explicit policy of a.) automatically (i.e. without human oversight) averaging income and b.) placing the burden of proof to dispute the often erroneous ATO claims on victims.
Trying to blame the public service for carrying out the government's policies (as they are legally required to do) is extraordinarily silly and disingenuous.
