Don't get sucked into the rhetoric @grahod, there is little that is new with this announcement.
Canyon has had an MOU with Camrail and Bollore since February 2015(see ASX announcement).
Sure, as you would expect 5 years later, some of the scope of work has changed but the 'fundamental component', as you called it, has not.
Binding commercial agreements will be a 'major fundamental component'.
