More than one EAP has had the actual chip in hand because when the CEO reported on how the validation of the chip was progressing he stated that they were being assisted with the validation by EAP customers.
It seems logical that there would be tiers in the EAP with some being part of an inner circle who are closely involved going back to 2018 through to those who will receive their boards early December with freshly minted software from India and France.
My opinion only.
