Sounds to me like the SA Premier acted too hastily, realises it now and uses the Pizza boy situation as the excuse to relax the ridiculous overaction. There was still a Pizza boy in the story and I doubt it would have made any difference in the initial Marshmellow action taken in haste. I think he should make a phone call to Gladys and get the low down on contract tracing and quarantine.
