The reason that the Army released the info was two-fold, IMO:
(a) signal to the ICC in the Hague that Australia was taking action ( Ann ICC case would likely assign responsibility further up the command Chain as it did with Milosovich & Karadich cases (Yugoslavs) some years ago.
(b) the publication now pretty well ensures that there will not be jury trials because of prior media reports influence on the public (jury)
