If Conroy decides to change the terms of the deal whereby the govt will fund the shortfall, then surely this would be open to TLS and many others to challenge legally.
They will have changed the terms of the tender and as soon as they do so it is no longer the same tender. i would have thought they would need to allow a retendering process.

If our media have the balls to call them on this it will be interesting. Perhaps Turnbull could get his teeth into this.

I feel with what is coming down the tube for the australian economy, that the government would be jumping at ways of maximizing the overal stimulus to the economy. One way to do this is to allow the private sector WHERE POSSIBLE to take over the stimulus of proposed government expenditure and use that previously earmarked expenditure for other worthwhile projects.
I am obviously referring to the idea that TLS could take on the government expenditure here .. even if not the full 100% PERHAPS 80%.
That then releases those government funds to be used elsewhere, which actually increases net economic activity .

Of course govt's are too cynical and too lazy to try to find another worthwhile project to replace it. Unless Rudd and co surprise everyone with an alternative.
Some ideas
a. water
b. nuclear power
3. increase transport infrastructure.

Go on Rudd show us you have some balls and you are not just another pandering political animal. Times like these need real leadership, not just knee jerk reaction
