The staged capex strategy is based on going ahead with the Downstream plant anyway, using the current concentrator + MSV for part of the supply and buying additional concentrate on the market for the difference.
It is called a "staged" strategy because this allows to spread capex in 2 stages, first downstream plant and then later concentrator, reducing financing and dilution requirements.
There's never been any plan to export concentrate alone as far as I'm aware. My last call with Scott was in October. I don't think plans have changed drastically since then.
