Right they threw out CNE exploration plan... Fact check... WPL took over operatorship on 1st December 2018 and entered FEED on 17th of December 2018. You cannot develop without FEED an exploitation plan is meaningless if you haven done Front End Engineering and Design.
So on Woodsides watch there was a 6 month delay everything else was on CNEs watch. Yes costs went up and economics changed, this is normal for FEED.
