If this is a pump and dump, the people involved have no reason to share what they are doing or let anyone know about it.
In the same fashion, no one can say for sure that this isn't a pump and dump as that would mean they are in possession of market sensitive information.
So essentially, there's no point asking this question if you are actually expecting a honest answer.
But if the goal is to make scared retailers part with their shares, then it's a very valid question to ask.
