I think this depends on how many other big players are involved. Pushing a stock down can be very expensive if you're selling your stock to other instos who want it.
It's a huge advantage brokers have. They can see in real time if other instos have orders on the buy side. If not, they can crowd the bid, so when they start the sell off, a lot of the volume is a no-cost transaction. Create fear and swoop in. As you point out, volume spikes are highly predictive of tops and bottoms.
