I'm going to have to hold my hand up and admit (just in case you hadn't noticed) I'm clueless, like a lot of people I thought they needed further permission for extra ponds etc and that the initial permissions couldn't cover anything like 200+ ktpa.

The quote comes from Justin Waite of vox markets who's done plenty of interviews with TS. I've no reason to doubt Justin but let's just say my faith in TS is jaded.

Still I think if true I think its the difference between being diluted badly and being diluted to nothing.
