I recon the management did the right ting by raising capital early to enable them to execute the projects in a timely manner due to following
The project end date is fixed.
Contract depends on the project duration
Shorthe project duration higher the cost.
Better to have a small slack time in case of unseen project delays. This way it minimise contactor variation claims.
