I believe they will raise at least a further $20m before March. Every other developer I have followed in the past few years, had gone to great lengths to ensure they are 'fully funded' before real work on the ground occurs (yes, CAI is undertaking some works, but... all really in preparation, for actual major works). Insto's will want another opportunity to enter the stock.
Management could well do a pre-pay agreement, but... as above.
