So have building plans been submitted to the appropriate government agencies to get the needed building permits for the Data center , given sufficient lead time is needed to get subcontractors for the form work signed up so they can get construction started before FY21 ends so Eden gets paid by Silent Partners ?

To me that would be the normal convoluted steps required which would take a year at least .

Or do Silent partners just pay Eden if no work is done because they think Eden are nice people , and have released a presentation showing revenue in FY21 ?

Personally I find it hard that ASX let that presentation go ahead with that revenue figure unless the ASX had information not available to shareholders about the authenticity of the contract partners and their commitment to that revenue .
And if ASX had that info not available to shareholders that opens up another can of worms
