Until the operator announces otherwise the other JV participants have to keep to the same script as has been previously announced. FAR made a point of this during the PE debacle.
For all we know, for 6-9months the JV could have been discussing purchasing the FPSO prior to it becoming public.
You are assuming that the JV hadn't been discussing pirchasing the FPSO. You have no evidence that the JV had not been discussing the purchase of the FPSO for months before the actual announcement.
Relying on an email from FAR, whom are well known for window dressing after the fact, is not evidence.
Relying on what CNE said about the capital cost of SNE is not evidence that the JV weren't having serious discussions about buying the FPSO in the background.
You think the JV would telegraph that they were strongly looking at purchasing the FPSO to the world? Might erode some negotiating leverage on a billion dollar purchase.
