They were working closely with the government agencies when completing the first submission so I'd say this came from one of the public submissions. Probably best not to upset the green groups as it doesn't take much for them to stir up enough support to disrupt projects in the building stage and beyond.
I thought the discharge water was treated so hopefully not a big step to keep it inhouse and it looks like they've been working on it for some months.
