Probably because the CP doesn't understand this newfangled mathematics malarkey, which has been around since the 60's and was specifically developed for Rand gold mines, where there are a limited number of sample points in a planar auriferous structure. Rather like Charters Towers, really.
Either that or CTO is too cheap to hire or buy a software licence to actually do some work that might underpin the estimate.
Maybe they did do it and discovered that the sill exceeds sample spacing, which doesn't fit the narrative.
