    Which makes the transgression even worse.

    If you stop and think for a second, the VISA issue is actually the only thing NOT outlined in the SOR, because it happened after the document had been published. Consequently, it is only logical for ASIC to dedicate a significant portion of its current SOC to it, especially when the other things in the SOR are already being covered by another case, that is the ISX vs ASX case. It is prudent for ASIC to wait until that case has concluded, and contingent to the outcome of it, ASIC may do a separate litigation. It is more efficient for ASIC to wait and not commit all at once.
