Well, it is in a trading halt now and there are probably rules about announcing a record date which is not in the future. I take it that the record date is close of trading on the 16th, which is why the trading halt presently. Otherwise we would see some very strange fluctuations in the SP as any buyer would effectively be buying the right to acquire 1/7 of a share at 36c - roughly worth 7 cents per share.
