I believe that as Rio has a controlling interest in the Rossing JV (68% I think) that these EXT shares would be considered part of any 20% limit by the authorities.
The 5% stake of EXT thought the KAH share Rio/Rossing JV own would not however count towards the 20% limit, as they do not have a controlling interest KAH.
