It was announced that "thepresent CAPEX assumptions may change if lenders (e.g. under an ECA-backed lending scheme) require a larger thanpresently assumed portion of the capital equipment to be sourced from fixed countries of origin." so financiers and SMS would have to find the optimal balance, for German interests rather than TNG's, between:
- requiring all components to be German built adding to CAPEX requirement, thus diminishing the viability of the project
- allowing for some components to be built in more favourable cost countries, thus increasing the viability of the project
You'd assume it's in every party's best interest to go ahead >> create employment both here and in Germany >> finally showcase Tivan's capabilities to the rest of the world >> more employment and revenue for the Germans
So adding CAPEX burden might not be desirable for anyone
