I cant recall the details, wasnt there some legal issue with Velocity because of the NBNCo agreement for Telstra to migrate their customers, which they cant do in some estates because NBNCo isnt there... might no be exactly correct, but something weird like that.
Bottom line, this is motivated in large part by legal issues AFAIK.
