You really need to know the history of SGC/XST to find the answer.
In brief....
Borba has been in the making for many years, but both SGC and XST are run on the smell of an oily rag and progress has been slow for various reasons.
During this period of inactivity the price dwindled to low levels and is only now coming to life on the news of spudding this long planned well.
Research would be your friend here imo.
