You seem to have forgotten that the UK has over 60 million people squeezed into an area the size of Victoria and Europe has several hundred million people in an area the size we have 20 million. That is why Europe and the UK are so much cheaper - the cost of infrastructure, maintenance and ongoing improvements per head of population would probably be less than 10% of what they are here. The reality is a $43 billion dollar project works out at about $2,000 per person. Add maintenance and keeping the network up to date on top of that and the taxpayers will probably be subsidising this thing forever (unless the government lets a few hundred million more immigrants in).
