We are talking about schools that charge over $20,000 a year for fees plus the $$$$ for the expensive overseas trips, straw boaters etc. If someone can afford to pay $20,000 a year out of after-tax money to send their kids to school then they can hardly be considered poor.
Spend the money where it is needed, don't splash it around like a drunken sailor on his first day in port.
