Power E*trade softeware is provided by company called WebIress..
Pro E*Trade software by Etrade itself.
overall they are pretty similar although i think Pro offers a couple additional benefits.
i've used Power for many many years and i'm more than satisfied with it's set up and have no reason too swap over.
