Though it doesn't read well what it actually means is that as the project has been de-risked the chances of anything going wrong is low, hence low risk of realisation.
However what we all initially interpreted it as ( Low Risk Of Ever Happening) is probably more in line with our expectations. IMHO
I note there has still been no formal notice of the employment of the new CFO or the Project Manager.
