Shell don't wrok like that, they work to yearly budgets rather than whats available. They will cut short a project eventhough it will cost them 50% more to come back to well in 2yrs time.
They do this so they don't over spend there yearly budget, and so it looks good on the balance sheet....their share holders like to see this too.
Absolutly crazy I know.......but I guess when you make millions a sec then who cares!
So don't bank on shell doing anything.
